French civilian plate codes are located on the right blue stripe, and are always accompanied by the region’s symbol. The code does not have to coincide with the one of the department of residence of the owner.
Diplomatic plates start with a 0 followed by the embassy code (two or three digits). Plates of lower–ranked staff begin with the region code not a 0.
Diplomatic codes are the first two/three digits of the plate.
On all plate types the regional code is contained within the rightmost section of the plate (above the RUS letters). It is made up of two or three digits.

On Turkish license plates, the first two digits denote the province.
On diplomatic plates issued in the UK the first three digits are the embassy code (from 101 to 649).
